ESN Group Questions EU 90-Billion-Euro Loan to Ukraine

In response to the European Parliament’s decision to approve a 90 billion euro loan to Ukraine, the ESN Group in the European Parliament today submitted a major parliamentary question to the European Commission. The question focuses on potential budgetary risks, the legal basis, and the control mechanisms envisaged.

The ESN Group’s spokesperson on defence policy, Prof. Dr Hans Neuhoff, stated:

“A loan of 90 billion euros sounds as though it will be repaid. In reality, it is out of the question that Ukraine will ever be able to service this amount. And because repayment has been tied to future Russian reparations – which will never materialise – European taxpayers will ultimately bear the risk, first and foremost the Germans. Without a realistic prospect of repayment, this enormous sum is not a loan but a gift to the Ukrainian leadership.

Moreover, in its Ukraine report of November 2025, the Commission once again concluded that Ukraine is corrupt. Instead of new multi-billion euro gifts, what is needed is a comprehensive review of all financial assistance provided to date.”

Alexander Jungbluth, the ESN Group’s spokesperson on budgetary policy, added:

“With a loan volume of 90 billion euros, taxpayers in the Member States must not be kept in the dark about liability risks, repayment terms and control mechanisms. Full transparency, a clear legal basis and effective audit procedures are needed before funds on this scale are committed at all. We are particularly critical of the fact that the financing is to be carried out via EU bonds and backed by the EU budget.”

Through this major parliamentary question, the ESN Group calls on the Commission to set out in full the financial, legal and political consequences of the planned loan and to safeguard Parliament’s oversight rights.
