Remit

Four Policy Areas of the Committee.

ESN Position

Our Line in the Committee.

The Group’s priorities in this committee, as set out in the ESN Committee Booklet.
01

Robust Control of External Borders

ESN advocates robust control of the Union's external borders and stronger support for the Member States in preventing illegal entry.

02

Asylum Limited to Genuine Cases

It argues that asylum should be limited to genuine cases and, where possible, protection should be provided close to refugees' regions of origin.

03

Effective Enforcement of Return Decisions

ESN supports effective enforcement of return decisions and places the safety and security of citizens at the centre of migration and internal-security policy.

04

Opposing Politically Selective Rule-of-Law Procedures

It also opposes politically selective use of rule-of-law procedures against governments pursuing stricter migration policies.

Track record

Key Achievements.

ESN votes were decisive in several closely contested LIBE decisions. The committee supported a list of safe countries of origin intended to accelerate procedures for applicants from countries including Egypt, Morocco and Tunisia. It also approved the safe third-country concept, allowing rejected applicants to be returned to a safe country other than their country of origin; the vote was 37 in favour and 34 against, with three ESN votes proving decisive. The EU Return Regulation adopted in plenary on 17 June 2026 created a legal basis for return hubs in third countries, allowed longer detention in cases of non-cooperation and strengthened enforcement of return decisions.

Outlook

Looking Ahead.

LIBE will remain central to debates on border management, asylum, returns, internal security and the rule of law. ESN will oppose what it considers politically selective procedures against governments that protect their borders or enforce return decisions. It will continue to defend the right of the Member States to determine stricter migration policies within the Treaties and to prioritise the safety of their citizens.
