The LIBE Committee of the European Parliament on 27.1.2026 voted on the final legislative proposal for the ‘Safe Third Countries Concept.’

This enables the establishment of immigration return hubs in countries outside of the EU, where EU Member States can send asylum seekers whose applications were rejected.

The LIBE Committee had to confirm the positive outcome of the interinstitutional negotiations between Parliament, Commission and Council on the final text.

The report by Lena Düpont (EPP) on the matter was approved by a very narrow margin of 37 votes in favour and 34 against. If the result had been 34 to 34, the text would have been rejected; therefore, the three votes of ESN were decisive and crucial.

The vote for ESN was cast by MEP Milan Uhrik, Republika, Slovakia; MEP Mary Khan, AfD, Germany; and MEP Petr Volgin, Vazrazhdane, Bulgaria.

The shadow rapporteur for ESN on the file was MEP Ewa Zajączkowska-Hernik, Konfederacja, Poland.
