During the night, the Ukrainian Rada transferred key powers of the National Anti-Corruption Bureau (NABU) and the Special Anti-Corruption Prosecutor’s Office (SAP) to the Office of the Prosecutor General. As a result, the two previously independent oversight bodies are effectively losing their effectiveness. Despite repeated warnings, the European Union and Germany are scheduled to transfer further billions to Ukraine in 2025.

Alexander Jungbluth, budget policy spokesperson for the ESN Group in the European Parliament, explains:

“Today’s law marks the bankruptcy of all of Kyiv’s anti-corruption promises. Anyone who keeps wiring taxpayers’ money now is feeding a system that is actively dismantling transparency and the rule of law.

I will push in the Budget Committee to ensure that not a single cent more flows to Ukraine until NABU and SAP are fully reinstated and financial flows are internationally monitored.

The federal government must follow suit immediately: an immediate payment freeze for all bilateral loan and grant programs. Our citizens are groaning under rising prices, while in Ukraine corruption is now even being officially encouraged.”
