Assistant advising on parliamentary business of Polish language

We are urgently seeking a highly skilled and autonomous IT Specialist to manage digital workplace, office automation, mobile computing, and local system administration tasks. I. INTRODUCTION
Europe of Sovereign Nations (ESN) Group in the European Parliament has decided to open the procedure for filling 1 post of Assistant (AST 4) as temporary agent for its Secretariat in Brussels. In response to growing centralization within the EU, the ESN Group has been formed in the European Parliament to reclaim the power and independence of its member states. ESN is a newly founded political group that consists of 25 parliamentarians from Germany, Poland, Bulgaria, France, Lithuania, Slovakia, the Czech Republic, and Hungary. Our goal is to restore sovereignty and self-determination to European nations.

II. JOB DESCRIPTION

The Parliamentary Work Assistant fulfils a supranational function within the ESN Group Secretariat and carries out, under the responsibility of the administrator, the following functions and duties:

  • Assisting, in coordination with the Administrator, the Members in the carrying out of their functions;
  • Providing high level support and administrative assistance for the relevant superior of the sector concerned in the performance of their duties;
  • Following up of the legislative work in committees;
  • Organizing and following up of meetings;
  • Drafting amendments, briefing notes, voting lists, minutes, summaries, analysis, notes, etc. on subjects relating to the fields of competence;
  • Translating notes, reports and other documents and carrying out linguistic and typographical checks on these documents;
  • Contributing in all activity necessary for the smooth running of the Group’s Secretariat;
  • Providing backup and additional assistance in their field of expertise where needed.

These duties require a good knowledge of the European Union, its institutions and policies, and of the political systems within the European Union’s Member States. The relevant post in the Secretariat of the ESN Group requires great availability (high frequency of meetings, irregular working hours), flexibility, judgement, a methodical approach, discretion, adaptability to varying workloads, as well as the capacity for teamwork in an international environment. Suitable candidates must, amongst other things, be capable of grasping wide-ranging problems and of responding rapidly to changing circumstances. Excellent oral and written communication and computer skills are also necessary for the proper performance of the abovementioned duties. Frequent travel outside the place of work is required, in particular several days per month in Strasbourg during the plenary session.

III. CONDITIONS FOR ADMISSION
The selection procedure is open to candidates who fulfil the following conditions by the closing date for applications.


GENERAL CONDITIONS

Candidates must fulfil the following conditions (art. 12(2) of the CEOS):

  • be a national of one of the Member States of the European Union;
  • enjoy their full rights as a citizen (have no criminal record);
  • have fulfilled any obligations imposed by the laws concerning military service
  • meet the character requirements for the duties involved.

SPECIAL CONDITIONS

Candidates must have (in accordance with the terms of article 5 of the Staff Regulations):

  • a level of post-secondary education attested by a diploma, ii) or a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of at least 3 years, iii) or where justified in the interests of the service, professional training or professional experience of 8 years.
  • Thorough knowledge of Polish language (C2). The ESN Group is in favour of multilingualism; however in this specific case, we are looking for a Policy Advisors who can work with ESN MEPs whose mother tongue is Polish.
  • A very good knowledge of English language (C1).
  • Knowledge of other European Union languages is considered an asset.
  • Good knowledge of the functioning of the European Union Institutions and of the political systems within the European Union;
  • Knowledge of the political activities of the ESN Group and its Members;
  • A very good knowledge of Microsoft Office (Word, Excel, Outlook, PowerPoint).
  • Capacity for team work in a multinational environment.

HOW TO APPLY?

Candidates wishing to apply for this position are required to send:

Candidates must provide the Selection Committee with all the information and documents it needs to verify the accuracy of the information given on the application form. Qualifications, professional experience as well as linguistic knowledge must be set out in detail in the CV and must be accompanied by supporting documents. Please note that the Selection Committee will base its decisions solely on the information given on the application file and substantiated by the supporting documents attached to it. The qualifications and professional experience which are not proved by supporting document(s) will not be taken into account. The supporting documents must show that the candidate meets the special conditions governing admission to the selection

procedure, to enable the Selection Board to verify the claims made in the application. If the candidate fails to do so he/she can be disqualified.


SUPPORTING DOCUMENTS:

  1. Proof of education: copies of education diploma(s);
  2. Proof of professional experience: employment contracts (if applicable, both the initial contract and additional clauses in case of a fixed-term contract) or certificates, letters or attestations of appointment, indicating the exact nature of the activity performed and clearly indicating the start and end dates of periods of professional experience. Please note that the traineeships, even paid ones, are not taken into account as professional experience. In the case of current professional activity, a copy of the most recent salary slip to enable the Selection Committee to calculate the length of professional experience;
  3. Proof of linguistic knowledge: (certificates and diplomas). All claims regarding the candidate’s linguistic knowledge must be backed up by certificates and diplomas. In the absence of such documents, candidates must clearly explain, on a separate sheet, how they acquired this knowledge;
  4. ID card or Passport
  5. In the case of self-employed activity: tax forms, VAT forms, trade register, social security documents, invoices, etc., to prove the professional experience;

and t he corresponding page number(s).didate shall send a single merged file of documents, naming the document accordingly (example: 1. Proof of Education, Last name of the candidate). Please note that any other format will not be considered and the candidature will be considered invalid. Candidates are asked to number each page of the photocopied supporting documents. All the supporting documents must be listed on a contents page giving a description of each document and the corresponding page number(s).

IV. ADMISSION TO THE SELECTION PROCEDURE AND THE TESTS

The selection procedure will be organized on the basis of qualifications and tests (written and oral).

1. The Selection Committee will draw up a list of the candidates who have submitted applications in the form equired and by the closing date.

2. Candidates who:

  • do not meet the conditions for admission and job requirements;
  • do not duly complete the application file;
  • do not attach the required supporting documents or remove/black out any content of supporting documents, will be eliminated at this stage.

3. The Selection Committee will consider the applications, draw up the list of candidates who meet the job requirements, and select, on the basis of previously established criteria, a maximum of 5 candidates whose qualifications and duly attested periods of professional experience best match

5. Selection Board may cancel the decision to admit an applicant, at any stage whatever in the information given on the application and substantiated by the supporting documents attached to it.

4. Candidates will receive an e-mail informing them of the Selection Committee’s decision on whether to admit them to the tests.

5. Selecion Board may cancel the decision to admit an applicant, at any stage whatever in the selection procedure, it finds that:

  • the applicant does not meet one or more of the conditions governing admission to the selection procedure;
  • the claims made in the application are not substantiated by appropriate supporting documents or prove to be inaccurate.

V. TESTS

Invitations to the tests will be sent by email. Candidates must therefore include an email address with your application - failure to do so will result in exclusion from the competition. Candidates are responsible for notifying the Selection Board's secretariat of any changes in their particulars and/or address or email. The ESN Group cannot be held responsible for the non-delivery of email.

The Selection Board may decide to disqualify any candidate whose behavior disrupts the running of the tests. The tests will consist of a written and an oral part which aim at judging whether the candidate fulfils the specific requirements for the job.

A. WRITTEN TESTS

Written tests will be held in English (Language 2).


Nature, duration and marking of the tests:


Test comprising a series of questions, to assess the candidate's knowledge of the European Union, its institutions and policies and its cultural and social environment. Knowledge of the ESN Group, its policies and representatives.

Duration of the test: 20 minutes Marking: 0 to 20 points.

Candidates scoring less than 10 will be eliminated.


Test involving a summary of a text.

Duration of the test: 60 minutes

Marking: 0 to 30 points.

Candidates scoring less than 15 will be eliminated.


The tests will be marked in the above order. Only those candidates having obtained a minimum

of 30 points for the whole of the written tests and having obtained the minimum mark for each

individual test will be admitted to the oral tests.

B. ORAL TESTS

The oral tests will be held in Polish Language and English and any other languages the candidate mentioned in the CV.


Nature, duration and marking of the tests:

Interview with the Selection Board to assess the general education and knowledge, particularly

of European Union affairs and of ESN group activities, of the candidate, his/her ability to

express him/herself.

Duration of the test: maximum 20 minutes

Marking: 30 points


Conversation with the Selection Board to test knowledge of languages of the European Union.

Duration of the test: maximum 10 minutes

Marking: 10 points

VI. INCLUSION ON THE LIST OF SUITABLE CANDIDATES

The Selection Board will establish a list of suitable candidates from amongst those who have obtained at least 60% of the points for the whole of the tests (written and oral combined) and have obtained the minimum mark required for each of them. The three best-scored candidates shall be shortlisted in order of merit. Inclusion of a candidate’s name on the list of suitable candidates does not constitute either a right to, or a guarantee of recruitment.


VII. CONDITIONS OF RECRUITMENT

Candidates included on the list of suitable c andidates will be eligible to be recruited as the needsuccessful candidates, either internally or through external services. In addition, as part of a financial control, successful candidates may be asked to provide the original of these documents

or a certified true copy.

Candidates included on the list of suitable candidates will be eligible to be recruited as the need arises in the ESN Group. Recruitment will be at grade AST 4 and one post is to be filled in. The list of suitable candidates will have an initial validity of two years. It can be extended. If so, the candidates on the list will be duly informed. Short-listed candidates who are offered a job will in due course be required to produce the originals of their diploma(s), degree(s) and employment certificates for verification.

VIII. SALARY AND BENEFITS

Successful candidate(s) may be offered a contract as a temporary agent of the type 2(c) for an indefinite period, in accordance with the Conditions of Employment of Other Servants of the European Union (CEOS).

In addition to the basic salary, the following benefits apply:

  • Sickness Insurance Scheme enabling access to care worldwide;
  • EU Civil Service Pension rights after 10 years of service;
  • Annual leave entitlement of at least 24 days;

IX. REQUESTS FOR REVIEW

The candidates can request a review of any decision taken by the selection board that determines whether they can proceed to the next stage of the competition or are excluded. Candidates must write an email to the ESN Group (esn-hr@europarl.europa.eu) within 10 calendar days of the date on which the contested decision was communicated to them, the selection board will analyse and decide on the request and the candidate will receive a reply as soon as possible. Requests received after the deadline will not be taken into account.
