The agreed Ukraine funding is a dangerous bait-and-switch. In the end, the burden is borne by the German taxpayer

At the EU summit in Brussels, heads of state and government decided to provide Ukraine with €90 billion in financial support for 2026 and 2027. The money is to be provided as an interest-free loan financed via EU debt, in order to cover the country’s military and state expenditures. Ukraine would only have to repay the money once the country is compensated by Russia for the war damage.

Alexander Jungbluth, Member of the European Parliament and budget policy spokesman, commented:

“Germany is taking on debt for new billions for Ukraine, while collapse is looming at home. What is being sold to us as an interest-free loan is a historic fraud against European and German taxpayers. It is completely out of the question that Russia will ever compensate Ukraine — German tax money is therefore flowing unchecked into the pockets of the Ukrainian government and Zelenskyy. It is an absolute scandal how Merz and the federal government are gambling away our future and placing Ukraine above Germany.

To make this clear: the supposedly ‘interest-free’ €90 billion is financed by the EU through bonds — which means estimated annual interest costs of €2 to €3 billion, paid from the EU budget. As the largest net contributor, Germany bears around a quarter of that, i.e. roughly €500 to €750 million per year — regardless of any repayment or repayment capacity by Ukraine. That means double-digit euro amounts per taxpaying employed person each year, or several hundred euros for a four-person household over the duration — even if Russian assets can never be realized.”

Petr Bystron, the ESN group’s foreign policy expert, added:

“Hungary, the Czech Republic, and Slovakia have already stated that they will not contribute to the costs. This makes it clear that the burdens will be carried by a coalition of the war-willing — led and financed by Germany. This will senselessly prolong the war, without a realistic chance for Ukraine to change the outcome.”
