Medlen \u00e4r avsedda att st\u00f6dja reformer, \u00e5teruppbyggnad och administrativa strukturer i regionen, s\u00e4rskilt p\u00e5 V\u00e4stbanken och i Gazaremsan. EU betonar att pengarna \u00e4r kopplade till en vilja att genomf\u00f6ra reformer \u2013 men inga konkreta villkor har angetts. Alexander Jungbluth, ledamot av Europaparlamentet fr\u00e5n ESN-gruppen, kommenterar detta:<\/p>\n<p>\u201cUtbredd korruption, en knappt fungerande f\u00f6rvaltning och omr\u00e5den som delvis kontrolleras av den radikalislamistiska Hamas \u2013 det \u00e4r dit EU vill skicka 1,6 miljarder euro av de europeiska skattebetalarnas pengar.<\/p>\n<p>Hur pengarna faktiskt kommer att anv\u00e4ndas \u00e4r n\u00e4stan om\u00f6jligt att \u00f6vervaka eller ens sp\u00e5ra p\u00e5 ett \u00f6ppet s\u00e4tt. Medan EU talar om n\u00f6dv\u00e4ndiga reformer f\u00f6rblir det vagt ut\u00f6ver det. Som en allm\u00e4n regel b\u00f6r bist\u00e5nd till utlandet alltid kopplas till begreppet \u00e5tervandring \u2013 i detta fall \u00e5terv\u00e4ndandet av kriminella och utvisningsbara palestinier fr\u00e5n Europa.
