De middelen zijn bedoeld ter ondersteuning van hervormingen, wederopbouw en bestuurlijke structuren in de regio, met name op de Westelijke Jordaanoever en in de Gazastrook. De EU benadrukt dat het geld gekoppeld is aan de bereidheid tot hervormingen \u2014 maar er zijn geen concrete voorwaarden gespecificeerd. In een reactie hierop verklaart Alexander Jungbluth, lid van het Europees Parlement namens de ESN-fractie:<\/p>\n<p>\u201cWijdverbreide corruptie, een nauwelijks functionerend bestuur en gebieden die gedeeltelijk worden gecontroleerd door de radicale islamistische Hamas \u2014 dat is waar de EU 1,6 miljard euro aan Europees belastinggeld naartoe wil sturen.<\/p>\n<p>Hoe het geld daadwerkelijk zal worden besteed, is vrijwel onmogelijk te controleren of zelfs maar op transparante wijze te volgen. Hoewel de EU spreekt over noodzakelijke hervormingen, blijft het daarbuiten vaag. Als algemene regel geldt dat hulp aan andere landen altijd gekoppeld moet zijn aan het concept van remigratie \u2014 in dit geval de terugkeer van criminele en uit te zetten Palestijnen uit Europa.
