I fondi sono destinati a sostenere le riforme, la ricostruzione e le strutture amministrative nella regione, in particolare in Cisgiordania e nella Striscia di Gaza. L\u2019UE sottolinea che i fondi sono subordinati alla volont\u00e0 di attuare riforme, ma non sono state specificate condizioni concrete. A tal proposito, Alexander Jungbluth, eurodeputato del gruppo ESN, afferma:<\/p>\n<p>\u201cCorruzione diffusa, un\u2019amministrazione che funziona a malapena e aree parzialmente controllate dal movimento islamista radicale Hamas: \u00e8 proprio l\u00ec che l\u2019UE intende destinare 1,6 miliardi di euro provenienti dalle tasche dei contribuenti europei.<\/p>\n<p>\u00c8 quasi impossibile monitorare o anche solo tracciare in modo trasparente come il denaro verr\u00e0 effettivamente utilizzato. Sebbene l\u2019UE parli di riforme necessarie, al di l\u00e0 di ci\u00f2 tutto rimane vago. Come regola generale, gli aiuti ai paesi stranieri dovrebbero sempre essere vincolati al concetto di rimpatrio \u2014 in questo caso, il rimpatrio dei palestinesi criminali e soggetti a espulsione dall\u2019Europa.
