Izvorni zahtjevi uzrokovali su ogroman birokratski teret koji je uklju\u010divao milijune geo-koordinata, satelitskih podataka i obveza dokumentacije. \u010cak i tijekom faze ispitivanja, IT sustavi EU redovito su se uru\u0161avali.<\/p>\n<p>Pod pritiskom industrije i konzervativnih skupina (ESN, ECR i Patriots), postignuta je ispravak: trgovci u nizvodnom lancu vi\u0161e ne moraju podnositi vlastite izjave o du\u017enoj skrbi. Ta obveza sada le\u017ei isklju\u010divo na operateru koji prvi stavlja robu na tr\u017ei\u0161te. Osim toga, datum po\u010detka bit \u0107e odgo\u0111en: za velika i srednja poduze\u0107a od 30. prosinca 2026., a za mikro i mala poduze\u0107a tek od sredine 2027.<\/p>\n<p>Prijedlog je usvojen s 405 glasova za i 242 protiv. Eurozastupnica ESN-a Anja Arndt komentirala je:<\/p>\n<p>\u201cESN i AfD su ispunili obe\u0107anja. Sprije\u010dili smo da desetke tisu\u0107a poduze\u0107a budu ugu\u0161ene birokracijom zbog nerealne EU regulative. Tvrtke dobivaju na vremenu, sigurnost u planiranju i likvidnost \u2014 \u0161to tako\u0111er poma\u017ee potro\u0161a\u010dima kroz stabilnije cijene.<\/p>\n<p>No \u010dak i sam prijenos referentnih brojeva na otpremnicama uzrokovat \u0107e goleme probleme u praksi: kod drva, kakaa i kave stotine se brojeva nakupljaju du\u017e opskrbnih lanaca, \u0161to rezultira planinama papirologije. \u010cinjenica da se ova uredba sada mora ponovno odgoditi pokazuje strukturni neuspjeh Komisije. Pravila su usvojena bez mogu\u0107nosti provedbe, a ekonomske posljedice su jednostavno ignorirane.
