L\u2019Union europ\u00e9enne a approuv\u00e9 un programme d\u2019aide d\u2019un montant de 1,6 milliard d\u2019euros en faveur de l\u2019Autorit\u00e9 palestinienne. Ces fonds sont destin\u00e9s \u00e0 soutenir les r\u00e9formes, la reconstruction et les structures administratives dans la r\u00e9gion, en particulier en Cisjordanie et dans la bande de Gaza. L\u2019Union europ\u00e9enne souligne que ces fonds sont subordonn\u00e9s \u00e0 une volont\u00e9 de r\u00e9forme \u2014 mais aucune condition concr\u00e8te n\u2019a \u00e9t\u00e9 pr\u00e9cis\u00e9e. \u00c0 ce sujet, Alexander Jungbluth, d\u00e9put\u00e9 europ\u00e9en du groupe ENS, d\u00e9clare :<\/p>\n

\u201c Une corruption g\u00e9n\u00e9ralis\u00e9e, une administration qui fonctionne \u00e0 peine et des zones partiellement contr\u00f4l\u00e9es par le Hamas, mouvement islamiste radical : c\u2019est l\u00e0 que l\u2019UE souhaite envoyer 1,6 milliard d\u2019euros provenant des contribuables europ\u00e9ens. \u00bb.<\/p>\n

Il est pratiquement impossible de contr\u00f4ler, voire de suivre de mani\u00e8re transparente, la mani\u00e8re dont ces fonds seront effectivement utilis\u00e9s. Si l\u2019UE \u00e9voque les r\u00e9formes n\u00e9cessaires, elle reste vague au-del\u00e0 de cela. En r\u00e8gle g\u00e9n\u00e9rale, l\u2019aide aux pays \u00e9trangers devrait toujours \u00eatre li\u00e9e au concept de r\u00e9\u00e9migration \u2014 en l\u2019occurrence, le retour des Palestiniens criminels et passibles d\u2019expulsion depuis l\u2019Europe.
