Une protection coh\u00e9rente des fronti\u00e8res ext\u00e9rieures de l\u2019UE constitue donc une premi\u00e8re \u00e9tape indispensable pour endiguer durablement la catastrophe migratoire. Parall\u00e8lement, lors de la mise en place de centres de renvoi dans des pays tiers, la cr\u00e9ation de centres de traitement ne doit en aucun cas \u00eatre abandonn\u00e9e, afin que les migrants potentiellement en situation irr\u00e9guli\u00e8re puissent mener \u00e0 bien l\u2019ensemble de la proc\u00e9dure apr\u00e8s avoir d\u00e9pos\u00e9 une demande d\u2019asile en dehors de l\u2019UE. Afin d\u2019\u00e9viter la surpopulation de ces centres, il convient \u00e9galement d\u2019acc\u00e9l\u00e9rer consid\u00e9rablement la mise en place de proc\u00e9dures acc\u00e9l\u00e9r\u00e9es directement aux fronti\u00e8res ext\u00e9rieures de l\u2019UE.<\/p>\n<p>Toutefois, il ne faut pas sous-estimer les obstacles logistiques li\u00e9s aux centres de retour dans des pays tels que l\u2019Ouganda. Il est difficilement concevable que la Commission pr\u00e9voie une v\u00e9ritable offensive d\u2019expulsion si les personnes doivent d\u2019abord \u00eatre transport\u00e9es par avion sur environ 7 000 kilom\u00e8tres, pour ensuite attendre sur place leur retour vers leur pays d\u2019origine. Les pays situ\u00e9s \u00e0 proximit\u00e9 imm\u00e9diate des fronti\u00e8res ext\u00e9rieures de l\u2019UE seraient bien mieux adapt\u00e9s, et une Commission responsable aurait depuis longtemps mis en \u0153uvre les accords n\u00e9cessaires \u00e0 cet effet, le cas \u00e9ch\u00e9ant en mena\u00e7ant de suspendre l\u2019aide au d\u00e9veloppement et d\u2019autres mesures de soutien. \u201d<\/p>","protected":false},"excerpt":{"rendered":"<p>\u201cThe best deportation system remains ineffective if ever more illegal migrants continue to stream into Europe without end.
