Rahalised vahendid on m\u00f5eldud reformide, \u00fclesehitust\u00f6\u00f6de ja haldusstruktuuride toetamiseks piirkonnas, eelk\u00f5ige L\u00e4\u00e4nekaldal ja Gaza sektoris. EL r\u00f5hutab, et raha on seotud reformivalmidusega \u2013 kuid konkreetseid tingimusi ei ole t\u00e4psustatud. Seda kommenteerides \u00fctleb ESN-fraktsiooni Euroopa Parlamendi liige Alexander Jungbluth:<\/p>\n<p>\u201cLaialt levinud korruptsioon, vaevu toimiv haldusaparaat ja osaliselt radikaalsete islamistide Hamasi kontrolli all olevad piirkonnad \u2013 just sinna tahab EL suunata 1,6 miljardit eurot Euroopa maksumaksjate raha.<\/p>\n<p>Kuidas raha tegelikult kasutatakse, on peaaegu v\u00f5imatu l\u00e4bipaistvalt j\u00e4lgida v\u00f5i isegi kindlaks teha. Kuigi EL r\u00e4\u00e4gib vajalikest reformidest, j\u00e4\u00e4b see sellest kaugemale ebam\u00e4\u00e4raseks. \u00dcldreeglina peaks v\u00e4lisriikidele antav abi olema alati seotud remigratsiooni kontseptsiooniga \u2013 antud juhul kurjategijate ja v\u00e4ljasaatmisele kuuluvate palestiinlaste tagasisaatmisega Euroopast.
