Con este fin, se cre\u00f3 un presupuesto paralelo financiado con deuda que socava la transparencia, el control parlamentario y una pol\u00edtica fiscal s\u00f3lida, al tiempo que desv\u00eda sumas astron\u00f3micas de dinero de su finalidad real.
