Midlerne er beregnet til at st\u00f8tte reformer, genopbygning og administrative strukturer i regionen, is\u00e6r p\u00e5 Vestbredden og i Gazastriben. EU understreger, at pengene er betinget af en vilje til reformer \u2014 men der er ikke fastsat konkrete betingelser. I en kommentar hertil udtaler Alexander Jungbluth, medlem af Europa-Parlamentet fra ESN-gruppen:<\/p>\n<p>\u201cUdbredt korruption, en administration, der knap nok fungerer, og omr\u00e5der, der delvist kontrolleres af den radikale islamistiske Hamas \u2014 det er der, EU \u00f8nsker at sende 1,6 milliarder euro af de europ\u00e6iske skatteyderes penge hen.<\/p>\n<p>Det er n\u00e6sten umuligt at overv\u00e5ge eller endog gennemsigtigt spore, hvordan pengene rent faktisk vil blive brugt. Mens EU taler om n\u00f8dvendige reformer, forbliver det vagt ud over det. Som hovedregel b\u00f8r bistand til udlandet altid v\u00e6re knyttet til begrebet remigration \u2013 i dette tilf\u00e6lde tilbagesendelse af kriminelle og udvisningsbare pal\u00e6stinensere fra Europa.
