Desuden f\u00f8rer den frivillige karakter af mange forpligtelser i praksis til svag h\u00e5ndh\u00e6velse og politisk vilk\u00e5rlighed.<\/p>\n<p>Siegbert Droese, ESN-koordinator i Europa-Parlamentets Fiskeriudvalg (PECH), kommenterede UNOC3:<\/p>\n<p>\u201cDenne uges FN-havkonference i Nice forventes at resultere i den s\u00e5kaldte Nice-handlingsplan for havene. Endnu en gang forventer vi de s\u00e6dvanlige meddelelser om \u2018b\u00e6redygtighedsinitiativer\u2019 fra regeringer og virksomheder \u2013 foranstaltninger, der ofte ikke er meget mere end PR-stunts, som hverken overv\u00e5ges eller h\u00e5ndh\u00e6ves effektivt.<\/p>\n<p>I stedet for overfladisk at tage fat p\u00e5 alle verdens havproblemer uden at l\u00f8se nogen af dem, b\u00f8r konferencen fokusere p\u00e5 den st\u00f8rste trussel mod b\u00e5de hav\u00f8kologien og sm\u00e5fiskeriets levebr\u00f8d: ulovligt, urapporteret og ureguleret fiskeri.<\/p>\n<p>Alligevel ser gr\u00f8nvaskningsordninger som de s\u00e5kaldte Blue Carbon Markets og skatteyderfinansierede havvindm\u00f8lleparker ud til at v\u00e6re mere rentable.
