Umo\u017en\u011bn\u00ed p\u0159esunu \u017eadatel\u016f o azyl za ur\u010dit\u00fdch podm\u00ednek do bezpe\u010dn\u00fdch t\u0159et\u00edch zem\u00ed a zaveden\u00ed zrychlen\u00fdch \u0159\u00edzen\u00ed pro \u017eadatele ze zem\u00ed uveden\u00fdch na celoevropsk\u00e9m seznamu bezpe\u010dn\u00fdch zem\u00ed p\u016fvodu je krokem spr\u00e1vn\u00fdm sm\u011brem \u2013 st\u00e1le je v\u0161ak daleko od z\u00e1sadn\u00edho obratu v migra\u010dn\u00ed politice, kter\u00fd je zapot\u0159eb\u00ed.<\/p>\n<p>Zvl\u00e1\u0161t\u011b problematick\u00e9 je, \u017ee nezletil\u00ed a jejich rodiny jsou vy\u0148ati z konceptu bezpe\u010dn\u00e9 t\u0159et\u00ed zem\u011b, co\u017e p\u0159i praktick\u00e9 implementaci vytv\u00e1\u0159\u00ed zna\u010dn\u00e1 struktur\u00e1ln\u00ed n\u00e1sledn\u00e1 rizika. Tyto v\u00fdjimky by mohly v\u00e9st rodinn\u00e9 skupiny k tomu, aby z\u00e1m\u011brn\u011b vyu\u017e\u00edvaly neleg\u00e1ln\u00ed vstup do Evropy jako strategick\u00fd n\u00e1stroj s c\u00edlem uplatnit z toho vypl\u00fdvaj\u00edc\u00ed dalekos\u00e1hl\u00e1 zvl\u00e1\u0161tn\u00ed pr\u00e1va. Krom\u011b toho existuje riziko, \u017ee se budou st\u00e1le \u010dast\u011bji vytv\u00e1\u0159et fiktivn\u00ed rodinn\u00e9 konstelace, co\u017e by s sebou p\u0159ineslo enormn\u00ed byrokratickou z\u00e1t\u011b\u017e spojenou s ov\u011b\u0159ov\u00e1n\u00edm.<\/p>\n<p>Pokud jde o seznam bezpe\u010dn\u00fdch zem\u00ed p\u016fvodu EU, je t\u0159eba dlouhodob\u011b zajistit, aby nenahradil vnitrost\u00e1tn\u00ed seznamy; v opa\u010dn\u00e9m p\u0159\u00edpad\u011b hroz\u00ed riziko dal\u0161\u00edho postupn\u00e9ho p\u0159esunu pravomoc\u00ed sm\u011brem k Bruselu.
